The big fat lie by Moily

Union Law Minister Veerappa Moily’s statement that
The Bill cannot be taken up Parliament till it is passed by the Assembly.
has come as a surprise to many. Article 3 of Indian Constitution clearly states that the state assembly resolution is not necessary or mandatory for passing a bill in the Parliament.
Following is the step wise procedure as proscribed by the Constitution for formation of the new state.
1. The President of India Must FIRST Refer Telangana State Bill to the AP Assembly.
The President will do this after he receives a request from a member of Parliament requests his recommendation for his bill.
This request can be made either by the MPs from the Party in Power or any other MP.
Article 3 of India Constitution specifically removed this power to create a state from the Government of India and gave it to the President of India.
Article 3 also gave the power, to introduce a Bill to create a State, to every MP in office.
2. The President of India is ASKING for AP Assembly’s “VIEWS” ONLY. And NOT FOR Asembly’s CONSENT.
3. The President Must give a TIME FRAME within which the Assembly can submit its “Views”.
4. THEN ONLY the AP Assembly Shall submit its “Views” or even elect not to submit its views.
5. It is IMMATERIAL whether the AP Assembly submits its Views OR NOT
6. The President, after receiving the AP Assembly’s “Views” or after the expiration of the Time Frame stipulated. MUST ADVISE the Parliament to consider the T Bill for discussion EVEN if the AP Assembly does not submit its views.
7. The Parliament will then vote on it to Approve it – Telangana State.
8. Article 3 of India Constitution deliberately disallowed any requirement for Consent of any Institution of the State concerned – Neither the Assembly, nor the Chief Minister, nor the Political parties, nor the Governor nor the majority population of the State concerned. The Constitution clearly states that the Sovereignity is with the People of the State and NOT with the Government or the Legislature or the Governor of the State.
With this understanding, its very clear that Moily has made a big fat lie. The most unfortunate thing is that even the Country’s Law Minister does not know the Constitution, does not even attempt to learn, does not even think, and above all, does not even care for it. DEMOCRACY.
Thanks Subash Reddy for the inputs.

We’ll commit suicide for Telangana : T-MPs

(PTI) Agitating Congress MPs from Telangana on Wednesday threatened to commit suicide in Parliament premises if their demand for a separate state is not met and insisted that they will not allow the Lok Sabha to function till the Prime Minister makes a statement on the issue.
Taken aback by the MPs’ agitation, Law Minister M Veerappa Moily said they should create an atmosphere of “trust” and not “confrontation” to ensure that a solution is found and insisted that a “proper procedure” has to be followed starting from the Andhra Pradesh Assembly.
“For separate statehood to Telangana, many people are dying…. We will not give up this demand. Our people will continue to lay down their lives and we will commit suicide here in Parliament if the demand is not met,” Congress MP from Hyderabad Sarve Satyanarayan told reporters.
A delegation of 11 MPs from the Telangana region of Andhra Pradesh met the Prime Minister, Finance Minister Pranab Mukherjee and Parliamentary Affairs Minister Pawan Kumar Bansal and insisted that their demand be met.
“Many people committed suicide when they found Congress was not doing anything. Today also, when the Sri Krishna report has been submitted, there is no mention of Telangana in the Presidential address. This is very disappointing. People feel Congress and UPA are not serious about Telangana,” Mr. Satyanarayan said.
The agitating MPs said their stir on this “serious issue” has been going on for many years and many people have sacrificed their lives for it.
“On 2G spectrum, which most people don’t understand and for which no life has been sacrificed, the Prime Minister gave a statement on formation of a JPC,” Mr. Satyanarayan said, demanding that he should make a similar statement on Telangana.
“On December 9, 2009 a policy statement was made by the government that a resolution would be moved for formation of Telangana. But after this they (government) went back on the promise,” the MPs said.
Sources said the government was “taken aback” by the disruption of Parliament by the Congress MPs from Telangana.
Efforts were on to find a way out to allow the Parliament to function.
Mr. Moily maintained that for formation of a new state a resolution has to be first passed by the Andhra Pradesh Assembly and the agitating MPs should follow the procedure laid down for such an exercise.
“How can Telangana be formed (like this). There is a procedure involved. The Bill cannot be taken up Parliament till it is passed by the Assembly. We have to create an atmosphere which cannot be created by confrontation. It has to be created by trust,” Mr. Moily said.
The government is reportedly looking into ways to placate the agitating MPs so that Parliament can function normally.
Mr. Moily said the action of these MPs will “create more misunderstandings” and insisted that a “solution has to be found harmoniously”.

How Telangana Bandh helps ?

For those who think Bandhs do not solve any purpose, Prem shares with us 7 reasons why its required.
a) This will shut all those people who have been giving false impressions to authorities in centre that “All is Well” in Telangana. One example of such is the current governor of AP.
b) To influence some one in the center,u need some thing powerfull.Telangana today is fighting against the biased powerfull Andhra media and the rich Andhra capitalists who are in a race to influence the central govt. Telangana obviously has no money and has no power (thats what its fighting for) , All that Telangana has is the people and I see nothing wrong in using people’s power.Event yesterday if you have watched TV9 , you would know what I mean, They would give more importance on a fight between TDP party workers and Telanganites than to the actual cause and the mass agitation. Always looking to hightlight the negative aspects of Telangana movement .
c) To answer people like Chiranjeevi of PRP and other’s from Telangan/Andhra who think that not every one is for seperate Telangana.I dare anyone say that now.
d) This is like a revolution, a big thing, and some one here is thinking of eating idli in some tiffin center thats closed due to Bandh. If this were the attitude during Indian independence movement , We wud have never got independence by now.
e) When people obstruct the legislators on streets , they say Telangana people are behaving like rowdies. When obstruction is done in assembly during governor’s speech, They say “Prajaswamyam sigguto chachhipoyindi”. When obstrunction is done during assembly sessions, They suspend the leaders from assembly. Now when its done through bandhs, They talk about common man’s conforts.
f) How come what the 119 Telangana Leader do or say is more important than what the 4 crore people from Telangana say. Why every one talks about these mere 119 people. The word “PEOPLE” is used three times while defining democracy and in practice the same people are being ignored – What a hypocrisy.
g) Benefits from seperate Telangana are far superior than the daily wage’s of an Autowala’s. Seperate Telangana is a means by which these daily wage workers can get into a consistent payroll based jobs. Its the same children of these daily wage workers who are in fore front today in the Telangana movement, They are the one’s who are commiting suicides, they are the one’s that are sacrificing their education for the sake of movement.

Hyderabad is part of Telangana : MIM

Speaking aggressively in the parliament today, Assaduddin Owaisi today made it clear that their party will never accept making Hyderabad as a Union Territory. He went on to say that it has always been the other way round, Telangana is part of Hyderabad. He also added that Hyderabad can never be made as UT in lines with Chandigarh as it is not practically feasible because of the geographical and security reasons.

Thankyou Sushma Swaraj!

Sushma Swaraj today talked at length about the burning Telangana issue in the parliament. She said that nothing is running in Telangana at the moment because of the non-cooperation agitation. She added that if something is running, then it is the rubber bullets. She also said that the situation can be controlled immediately if PM makes an announcement in favor of Telangana and introduces the bill in the parliament. She assured that BJP and its allies will all support such bill. Thank you Sushma Swaraj for understanding our pain. You are a Rock Star.

Tahrir Square in Warangal !

One Lakh people demanded Telangana with one voice in Warangal today. They came out on to the streets in moments notice on the name of a single slogan ‘లక్ష నివాళులు లక్ష నినాదాలు.’ Onlookers said it resembled Tahrir Square of Egypt with so many people demanding Telangana in one voice. Unfortunately, dictators are better than democratic governments these days!

The Collusion of ‘Adhishtanam’ & Andhra Congress! Break the un-holy alliance!

The reason for indefinite delay in taking a final decision in the formation of Telangana state finally boils down to a un holy alliance between Congress adhishtanam and Andhra congress. They are in an unscrupulous collusion. Congress Party has never tried to acknowledge the ‘Organized exploitation’ of Telangana by andhras and all along has adopted an ‘Ostrich like attitude’ of hiding its head in the sand. It has sided with Andhra in all the episodes of Telangana struggle during the last 54 years. Its bias towards andhras has made the mockery of safe guards and agreements of Telangana and gave unbridled license to andhras to break them and to make Telangana as their pocket borough. The repeated humiliation of Telangana people by Congress Party in their struggle for demerger have made them to be taken for granted by andhras and were reduced to second class citizens in their own land.
In the present Telangana struggle, Telangana people have provided every graphic account of exploitation, about 600 youth have sacrificed their lives, moving earth and heaven time again and demonstrated the total will of all Telangana people for separate state. During the last one year the length and breadth of ravaging of Telangana by andhras with all the gory details are brought out in to the open. Yet, there is no perceptible change in the attitude of Congress High command. By this time, it is known to everybody that Congress Party has planted ESL Narasimhan of this state cadre police officer as Governor, sent more than 20000 central forces, and made Kiran Kumar Reddy CM with a mandate to suppress Telangana struggle. The events after Narasimhan’s entry in to the state and the style of functioning of this CM with the help of another andhrafile, A Rao, DGP, who was promoted with the express objective of suppressing Telangana struggle, explains the intensions of Congress adhishtanam. The recent indication by some T-Congress elements that adhishtanam is trying to convince Kavuri, Lagadapati, Rayapati et al the bête noire of Telangana, shows the real color of adhishtanam. It means that the consent of this money mafia is more important than the consensus of 4 ½ crore Telangana people.
In keeping with its past bias to Andhra congress, the Congress highcommand is playing a very ruthless political game to prolong the agony of Telangana people and carry this deception till 2014. If the police raj in Telangana unleashed by the Centre by proxy makes any break through, they want to take advantage of it and stifle the struggle without any second thought. The sayings of our impotent T-Congress elements that adhishtanam is trying to achieve consensus with Andhra Congress and will take 1-2 months is a clever plan to take Telangana people beyond the present budget sessions of assembly and parliament, and slowly smother the movement and use it again in 2014 elections for their advantage.
There is need to break, this ruthless Adhishtanam and Andhra congress un holy alliance. The only way is taking the present non cooperation to its logical end. It is Telangana people v/s Congress adhishtanam, no more and no less. No political Party can deliver the goods for the people; people themselves have to deliver themselves from this political tyranny in a democracy. Come what may, we must bring this immoral Andhra government to stand still in the state and challenge the duplicitous government in the Center, to achieve our Telangana. Any let up in the magnificent effort of Telangana people would be perilous. It is time! Let us do or die!

Chandrababu’s ‘cheap’ plan

In the recent news, Peyyavula Keshav a TDP MLA from Anantapur is spearheading the movement to introduce Telangana resolution in the AP assembly. The idea to introduce Telangana resolution in the state assembly has been first voiced by homeminister Chidambaram on Dec 9th 2009. However, none cared about it until now. Then, why is this Peyyavula Kesav so interested to get this resolution to assembly although he is from seemandhra? Isn’t this strange? As per reports, this idea seems to be the brainchild of Chandrababu Naidu…whose Telugu desam party has lost its base in telangana now. So basically he want to give the color that TDP is not against the formation of Telangana as they are introducing the resolution for telangana in the assembly and gain the confidence of telangana people. Further, this ‘drama’ will be hyped by all the seemandhra news channels by telecasting the events up and down 24X7, and will be presented to the people of telangana as a win-or-lose situation (although it is NOT). However, once the resolution is put in the assembly the very own TDP & Congress MLA’s from seemandhra will vote against the resolution. The main reason seems to be the underlying interests of the seemandhra leaders who want to settle the telangana issue once for all. Basically , it’s a number game…..there are 294 assembly seats in AP assembly and about 180 MLAs are from seemandhra…….so there is no way this resolution is going to be in favor of telangana as most of the seemandhra MLA’s from seemandhra across party lines will reject the resolution.
However, there are two things the cunning Chandrababu Naidu has forgotten to take into consideration in his plan. It does not matter if the resolution passes or fails in the assembly….it has no value whatsoever. There atleast 7 states which have been formed against the resolution in their respective state assemblies. So, if the Centre is keen on granting telangana….this assembly resolution cannot stop it. Secondly, if the TDP and Congress MLA’s from seemandhra vote against the resolution….people do not see them as seemandhra MLA’s or Telangana MLA’s but as Parties themselves voting against telangana….so TDP and Congress may themselves get a beating in the eyes of telangana people. The plan to settle the telangana movement can turn against themselves……!

A ray of hope in Telangana Poru

48 hours Telangana bandh and non-cooperation moment is a huge success. As usual, some of the enthusiastic new policemen used Osmania Univeristy campus as a training shooting range to test their rusty weapons. In spite of such completely absurd situations, this one week has proved to be very productive in the current Telangana moment.
AP State Assembly:
1) The house started with TRS MLAs protesting against and tearing up the Governor’s speech
2) 5 Telangana MLAs banned from house for a week
3) House has been adjourned multiple times, probably a record number of times
4) Another 12 MLAs were suspended from the house for 1 day
LokSabha:
1) TRS chief was able to gain the confidence of NDA on Telangana issue. No doubt why he is called Political Chanakyudu
2) Sushma Swaraj  roars in parliament along with the NDA support about Telangana issue. Hats Off lady. That is exactly what our beloved MPs are lacking.
3) Asaduddin Owaisi today said Hyderabad has to be associated with Telangana. Making it a UT / Common capital are not feasible options. Added advantage to Telangana.
4) Seemandhra MPs who were watching all these event started getting back in business and coming up with new strategies on how to create a hurdle to Telangana State formation and there by protect their assets.
5) Finally, Telangana congress MPs came out of the cage and add to the Telangana chorus.
May be I’m trying to be more optimistic, but that is how I would like to live my life. I’m expecting a decision on Telangana State Formation to come out sometime in the next 2 weeks.  This is not a statement but a ray of hope that never dies….
Jai Telangana ! Jai Jai Telangana !!

Sabko Apni hi Kisi Baat Pe Rona Aaya

The recent developments after the launch of ‘civil disobedience’ in the region are worrying the citizens but not the ruling clans and the ‘public representatives’. There are about 2.5 lakh government employees participating in the movement across the region while sparing the emergency services. Lakhs of students in the campaign bringing everything in the region to shutdown, there are miners sitting underground in the mines to mark their protest and force the country’s leadership to take a final decision on the formation of Telangana state.  The production of everything came down, if the non cooperation continues for another few days with its expansion plans, the employees of water supply, municipal corps. Electricity and other necessary services dept. joining the stir, then imagine the situation. The billions of rupees revenue losses occurred in the past 10 days or so cannot be recovered. There are efforts to convince the employees to call off the movement, there are threats of ‘no work-no pay’ or invoking of esma etc. but there is no attempt of addressing the root cause of the movement. Using excessive force against the agitators is the only remedy found by the govt. the behaviour of Congress leaders from Telangana on the current situation in the region reminds me of a scene from an old Bollywood movie where a person was playing rummy or sort of gambling in a club and he gets the news via telephone that his mother had passed away, then a bartender brings a black cloth strip and ties on his arm indicating that he is in sorrow. The guy won’t leave the club but continues gambling.
The ONLY thick skin people are the legislatures of Andhra Pradesh and the Parliamentarians who are just ignoring this burning issue and pretend all is well in the region. They are in power and want to enjoy the facilities on the taxpayers’ money. In the last 6 decades we have been ignored treated like a second grade citizen, agitations brought only miseries nothing else, why this is happening in the largest democracy of the world? Why the burning issues being ignored? Are Telanganites uglier than Seemandhrites? Aren’t we citizens of India? Why the entire leadership is interested in pleasing a few realtors and politicians who are from a particular region at the cost of Telanganites? Why the country’s leadership is reluctant in taking any decision on the T issue? The silence of the intellectuals on this issue is alarming, the history witnessed many a nations’ extinct just because learned people of the nation didn’t raise their voice against the wrong policies of the rulers. We Telanganites are about 3% of the total Indian population and almost 50% of the state population, how come our demand is not legitimate?
My dear leaders and all those opposing the formation of Telangana and living in Hyderabad City, may I remind you that once the people working in emergency services will be included in the movement to bring the administration to further standstill, then those living in big cities may have to buy ‘diapers’ for their nature calls as their will be no water, no electricity, no garbage collector you only wakeup with a NO and eat a NO drink a NO and sleep with a NO. Though you people are elected persons, but you are relying more and more on the security forces, imagine, today or tomorrow may be Telangana JAC for Police will come forward and join hands with T agitators, where the leaders will go then?
As reported in the local media, the Chief Justice of AP High Court has told the agitating lawyers not to disrupt the courts and cooperate running the day to day business, what a misery? The courts take suo moto actions on important issues, the formation of a separate state may be a political decision and should be taken by the legislative bodies, but can’t the courts ask the governments to address the issue at the earliest to bring normalcy in the region?
The deputy speaker of state assembly is happy in suspending the MLAs to make smooth way for the ministers to readout speeches written by their secretaries (honestly the reader ((minister)) doesn’t know what is written in the speech), after a few days the budget will also be passed out by the assembly ignoring everybody as the ruling party has a majority in the house. What a mechanical world we are living in? No importance to any issue any problem faced by the common man only you get a majority and whatever as you please and you are always right, and all this is done by the government elected by the people for the people to the people.
The central and state leadership has utterly failed in addressing the issues related to people of the region. The current incumbents as PM, HM, CM and others are exposing themselves to be worst dictators than of Tunisia, Egypt, Libya and Yemen.
The behaviour of the leaders, police officers, judiciary and other authorities towards the current burning issue reminded me of a famous song of Bollywood, ‘kaun rota hai kisi aur ki khatir ae dost, sab ko apni hi kisi baat pe rona aaya’.
My dear leaders we are not asking you people to step down, we are asking you to address the issues related to the people. If you fail in doing so very soon you might be asked to step down and that will be more difficult for you to control. Wake up, read the writings of the wall, otherwise you will be buried and a wall erected on your grave will read ‘here is resting a leader who didn’t listen to the pleas of his people and……..’.

Bandh successful as never before!

Life came to a standstill in Telangana on the first day of the 48-hour bandh called by Telangana joint action committee (TJAC) demanding introduction of Telangana Bill in Parliament, as all the government and private services were shut. Educational institutions and commercial establishments remained closed. Andhra Pradesh Road Transport Corporation withdrew most of its services in Telangana.
TRS activists blocked railway tracks at Secunderabad, holding up several long distance trains. Several pro-Telangana activists, including members of the ABVP and TJAC convener M Kodandaram, were arrested near the university when they took out rallies supporting the bandh.
Telangana activists raised walls across NH-7 near Mancherial in Adilabad and had community lunch at Maganur in Mahabubnagar.
Priests of temples boycotted the daily rituals and conducted ‘homams’ on roads in Warangal district in support of statehood for Telangana.
In all, 1,978 persons including several TRS, BJP, TDP, CPI and TJAC leaders and activists were taken into custody.
Running of trains was also affected with trains being detained by Telangana supporters at Mahabubnagar (4), Karimnagar and Adilabad (3 each), Warangal and Ranga Reddy (2 each) and Medak and Nizamabad (1 each).
Coal production to the tune of 1.5 lakh tonnes was hit in Singareni as 65,000 workers went off the work in 36 underground and 140 opencast mines.
Production worth about Rs. 500-crore was affected as about 8,000 industrial units in and around Hyderabad were closed.
Even the Cyberabad was badly affected. Low turnout of employees was seen in most companies because of the non-availability of public transport. Most of the shops and commercial establishments in and around Cyberabad were shut.
Convenor of TJAC M. Kodandaram said that arrests would not cow down the movement and they would intensify it further if the government continued to suppress the people’s wishes. Bandh call was inevitable as the government was not respecting the people’s sentiments, he explained.
In the Assembly
TRS and TDP MLAs forced adjournment of proceedings of the Assembly twice on Tuesday. TRS members stormed the Speaker’s podium holding placards. They demanded that the suspension of five MLAs be revoked and a resolution on the creation of a separate state be adopted by the House.
The TDP MLAs from Telangana raised a similar demand. Deputy Speaker N Manohar disallowed the adjournment motions, but due to the din he had to adjourn the House for 15 minutes.
In the Parliament
KCR has raised the Telangana issue in the Lok Sabha and demanded that the government introduce a Bill for creating Telangana state immediately in Parliament. The TRS has given notice for an Adjournment Motion on Telangana issue on Tuesday. It was disallowed by the Speaker, Ms Meera Kumar. Then, Mr KCR sought permission of the chair to speak on the issue. Mr Meera Kumar while disallowing his request told him that he could raise the issue during the Zero Hour.
Speaking to the media later, Mr Rao said his party wanted to stage a dharna before the Speaker’s podium on Tuesday, but had postponed it to Wednesday. In the meanwhile, he said that he would discuss about Telangana with parties supporting the cause. He said though he had raised the Telangana issue on Tuesday, he would once again raise it in detail on Wednesday in Parliament.

How the AP media is trying to suppress the truth about Telangana

Media watchdog THE HOOT publishes this about how and why the news channels, especially Telugu channels, are blocking news about Telangana struggle and suppressing the truth. This blog post is a follow-up to one of my previous posts – Why Telugu news channels bar coverage?.
Media in a banana republic
Why are news channels so diligently following the guidelines of the NBA and the Cable Regulation Act on the Telangana issue alone? Why does a democratically elected government want to prevent media from covering a major political issue festering in the state for the last 60 years, asks PADMAJA SHAW
Nearly a year ago, on 3 January 2010, under the directions of the Andhra Pradesh High Court, Osmania University witnessed one of the biggest pro-Telangana student rallies. Some 150,000 students with identity cards arrived from colleges all over Telangana and dispersed without incident at the appointed time after the rally. Given that this came after weeks of siege of the campus by security forces, it was a heartening exercise in democratic politics.
December 2010. In the weeks before the announcement of Srikrishna Committee report, the campus was once again locked down by special police, rapid action force and other security personnel at all access points. The neighbouring localities were put under close watch. The campus road was reminiscent of the Wagah border! But it was not the Wagah border. The FORCE was deployed to battle a bunch of impassioned young students from the Telangana districts. In the name of preventing outsiders from entering the campus, no buses, media vehicles or cars were allowed to enter the campus. The university was compelled to close the campus messes. The students still on campus had no access to food and basic necessities. Politicians and rights activists were arrested if they attempted to enter the campus.
After the Committee report was made public, the state government has invoked the Cable Regulation Act and News Broadcasters Association guidelines and warned the electronic media against covering the activities on Osmania campus. The diktat was to avoid telecast of live/repeat footage of violent incidents and provocative speeches. But the result has been to black out more or less all coverage of the ground level response to the Srikrishna Committee report by the Telugu News TV channels for a few days. According to news reports, Raj TV channel, which is being run by Telengana Rashtra Samiti leader K Chandrashekhar Rao’s family on lease, was warned several times by the government through the license holder to refrain from showing visuals of the agitation. They have taken to flashing breaking news in large font without visuals.
It is interesting that the state government has been issuing statements that there is no police on the campus. The political leaders and the representatives of AP Civil Liberties Committee have been prevented from entering the campus (by who one wonders). Because there was little visual coverage of the events, the truth about the events is not coming out in public domain.
This raises the question: Why are the 16 or so news channels so diligently following the guidelines of the NBA and the Cable Regulation Act in the Telangana issue alone? Couple of days after Srikrishna Committee report was made public, there was a mafia style killing of Maddelacheruvu Suryanarayana in the heart of Hyderabad. The Telugu news channels went to town giving saturation coverage, repeatedly showing the bullet-ridden body and the lolling head of the dead man, violating the NBA guidelines and the Cable Regulation Act provisions for moderation.
Of the 14 or so Telugu news channels only 5 are members of the News Broadcasters Association. The remaining 9 are not. The big ones have more or less been back-peddling on the Telangana issue as the owners of the media houses are from Andhra essentially backing integrationist politicians. The Hyderabad Police Commissioner, Mr. A.K. Khan, asserts that he merely wants the channels to adhere to the provisions of Cable Act. The response of the channels has been to go for an all or none reading of the statement. They prefer to see coverage as live uplinks from the OB vans, unfiltered and un-moderated or unrelenting studio discussions with rabble-rousers. It would have been both a challenge and an education for the channels to finally find the middle path of well-informed and fair reporting of a problematic issue. Two very senior journalists have expressed the feeling that the channel heads are exploiting the statements of the Commissioner to scuttle coverage.
The channels and the government seem to have come to an understanding that by bottling the campus activity and by news black out they can effectively remove Telangana from public agenda. The state administration seems to have come to the conclusion that there is no Telangana movement without media coverage! The only reports that have surfaced on the media are those that show the agitators and students as hooligans, thereby discrediting the movement and the University. It is not yet clear if the hooliganism shown is by hired political goons or by students. No political party including TRS has taken the trouble of calling for peaceful protests that refrain from attacking innocent bystanders and business establishments. Focusing on violence and ignoring the issues raised has been a tried and tested technique used against the CPI (ML) groups for decades. Media effectively deflect the issue into a law and order problem by adopting this strategy and provide a justification for the use of force by the state.
One might add, after several rounds of recent High Court judgments, there is no attempt to implement the Cable Regulation Act by constituting advisory committees at the local and state level to monitor media and deal with complaints arising from the telecast of objectionable matter. The Act does not empower the Commissioner to unilaterally decide on which content to regulate. The Act prescribes a process through which this is to be done. But the Police Commissioner found instant success in controlling the coverage of the Telangana issue just by holding a press conference and a few strategic phone calls! If media houses accept this for short-term gain, the spectre of this will haunt them in days to come.
Thanks to Ratan Tata, today we have a re-popularised phrase to describe what’s happening not only in our polity but also in our media – Banana Republic! As in a typical banana republic, the media in our democracy are ‘allowed’ by the state to show lumpen entertainment, crime, gore and sex bordering on pornography. When it comes to important political issues like the securitization of large parts of the country in the name of maintaining law and order, corporate-politician nexus that brutally suppresses people’s protests, the state plays a highly proactive role in ensuring that no civil rights groups or media are around to bring alternative perspectives into public view. Denial of the existence of an issue by insulating it from public gaze can only result in bringing untold misery to the people, and escalating it to unmanageable proportions.
For about a week, by turning the Osmania University campus into an open-air prison, and by disallowing any information to come out of the campus, by repeatedly invoking the Cable Regulation Act for this, the state has once again proved itself to be a banana republic and not a mature democracy. The media houses, in their self-interest, do not seem to recognize that it is a banana republic they are helping build and profiting from.
Subsequent to this, partly inspired by the protests of rights groups and senior journalists, the channels have formed a Telugu News Broadcasters’ Association. This was followed a day or two later by the formation of Cable Operators Association. Both the associations have vowed to provide the best possible coverage of the Telangana movement. It would be a great step forward for the Telugu news media if these new initiatives pave the way for independence and self-regulation, Cable Regulation Act or not. Given their entrenched economic and political interests, it is to be seen if media houses can transcend the urges of self-interest to self-regulate and stop playing footsie with the state.

Persona Non Grata: Who? The Public Or The Leaders?

The Congress party leaders from Telangana says, ఇచ్చేది మేమే తెచ్చేది మేమే, congress (high command / union govt.) will give Telangana and congress (congress leaders from T) will bring Telangana, this is the first and last slogan cum manifesto cum watchword of T congress leaders to ‘fool’ the people of Telangana.
We have a ‘two eyes babu’, who virtually closed his both the eyes for so many months and sent some of the hairs from his eyebrows to swing as per the winds. Some were flowing in Samaikyavadi winds and some were in Telangana winds, currently his one eye is closed for now on the samaikya issue and other eye is on closely watching and trying to see the future of current state government to plan for an effective strategy to lure voters in both the regions. The ‘hairs’ in the T winds, while swinging and floating here and there trying to convince the Ts that they are the best to ‘voice’ for T. we can see the ‘conditional offers of resignations’ that ‘if abc or xyz resigns we will follow suit’, when we heard this a year ago we were a bit trusting these guys, but after seeing their approach and behaviour towards the issue, there is hardly any taker of their ‘conditional offers’.
The union government after backtracking on the initiating the process for the formation of a separate Telangana State, kept saying we have formed a committee to study the situation and will find a solution for the issue. After the committee’s report, they have no face at all to face the public and used all the sorts of ‘black laws’ for censoring the media in addition to this congress party is using (via its leaders) personal contacts and relations with the media houses and convinced them not to raise the issue of Telangana at all and not to report anything about T. By doing all these efforts the union government is trying to maintain in the public domain that ‘all is well’ in the region. The issue of T is not at all any issue, there are no problems whatsoever in the region.
A fellow Telanganite was arguing with me the other day that the union government is convinced with the reports sent by the state governor, where the T issue has no importance and can be easily tackled with force and centre sent lot more paramilitary forces to crush the agitation. If this is true, the governor should be tried under sedition charges, as the whole region is boiling like anything, and the volcano is spitting the lava time to time, if the people’s wish is not fulfilled anything can happen, that anything will never be a ‘good thing’ but definitely bad thing affecting the whole state directly and the whole country indirectly. If this type of intelligence report is not given to the union government then I can only say we as a nation are at the bank of termination. Our intelligence agencies must be active and should give detailed report on the situation in and outside the country; it is their duty and responsibility.
The state government is more like a talking parrot on T issue. The only answer from the CM to the Ministers, ‘the issue is not in the hands of state govt. but central govt. we will accept whatever the decision taken by the central govt.’ let us run our day to day business smoothly, leave the issue to centre. How can a government functions in this situation? Truly this govt. has no mandate whatsoever and no majority in the state assembly if he is challenged to prove it. The CM is trying to escape using the force against Ts wherever is possible and using the excuse of central govt. wherever he suppose to talk on T. Those T congress MLAs who sulked more now are the ministers and almost mum on the issue.
The repeated attempts to run the state assembly purely based on the technicalities and as per the clauses and regulations mentioned in the assembly functioning guide books is the grave mistake this government is committing. Assembly suppose to be the lifeline of the state and its people and the government, where, the progress is evaluated, problems discussed, solutions to be found, but unfortunately whatever the sessions organised (winter, summer, budget…) by the government is just ceremonial, opposition opposes everything the govt. says and many a times members will be suspended, no public interest matters are being discussed for many decades in the state assembly, and the trend started long ago, but reached to its worst after the emergence of TDP.
The govt. is just closing its eyes from T issue telling itself there is no problem, this is a very wrong precedent, the same was done by the union govt. in the winter session of parliament, stubborn behaviours won’t work in democracies, if the issues related to public can’t be discussed in such forums then what is the proper forum for such debate? If the governor’s inaugural speech is the reflection of what the state govt. is going to do in the next one year, then why the issue of Telangana is not inclusive? The situation is so disastrous that the people do not want to live with each other, if this is not an important issue what is so important for the state government? 50% of the state population demanding something yet it is not important for a democratically elected government to discuss then what is the important business of the state assembly?
What appraising is given by the state govt. on Telangana movement to the central govt. is not clear; wish some RTI activists get the details of the reports. What reports the state governor is giving also need to be scrutinised. What is visible is all the governments, state and central and the governor and the media, except Raj News, are trying to convince the nation that there is no movement and there is no base for that, the whole issue is just related to ‘Law & Order’ and is almost under control and any agitator will be wiped out. By doing this the state and central government is just fooling itself. Where are we heading?
The reader is requested to suggest a better title.

SA media changes too !

Today, the news channels in Andhra Pradesh have been more pro-active. The channels that restrained themselves from telecasting any protests post SKC report in January changed their stance. Everything is now ‘uncensored’. The ban of SA media by the cable operators had immediate effect on them. See the below clippings from TV9, they would have never covered so much had there not been a ban on them.

Debbaku Ta : JP changes his tunes !

Not sure but, Mallesh seems to have given his wisdom to JP when he hit him the other day at the Assembly media point. Back at the same place on Monday, Jp is a changed man, at least the way he expressed his views on Telangana. He refrained from making any remarks against Telangana protagonists and appeared to be rather mellowed.
“It is not good for the government to sit over Telangana issue any longer. I will soon give a notice to the Deputy Speaker for a discussion on Telangana,” he said. He also went on to say that Telangana issue is a big one and involves millions( Ah! finally he agrees! but, what made this intellect take so much time in understanding this?).
He attacked the congress government for being silent on the issue and asked TDP to be courageous in taking up the issue for discussion in the Assembly.
Also, see how the SA media has changed today. With ban on them by the cable operators, they seem to have corrected themselves. See the coverage while JP is speaking to the media.

‘Arthanareeshwara’ T-Congrees! Emulate Rayanigudem

Rayanigudem revolt against CM’s autocracy in democracy is a singularly magnificent event in this great ‘Telangana Struggle’. The revolutionary spirit exhibited by KU girl students, Rayanigudem women, in making the mighty state Govt. to take to their heels, is a rare incident in the annals of democratic struggles all over the world.
Our young ladies of KU remind us Kanchana Latha Barua of Assam in Independence struggle. The women of Rayanigudem look like Saralamma and Sammakka of Kakatiya times.
Their valiant effort in calling the bluff of state government and making the CM, Ministers,MLAs and Police flee from Rayanigudem is our brightest spot in Telangana Struggle. They have recreated the legend of ’Saramma & saralamma’ for Telangana women power.
The ‘ardhanareeshwara’ T-Congress legislators should take a leaf out of the glorious revolt of Telangana women at Rayanigudem and prove that they are real men and are capable of fighting like Rayanigudem women. If they cannot do anything even after Governor calling the legislators, ‘b******s’, in their own Assembly and Sonia Gandhi, their ‘God Mother’ snubbing them in Delhi, without any interview, they will be creating a legend for their own cowardice.

Telangana MPs hold ‘Jai Telangana’ placards at parliament

The issue of separate Telangana was raised on the opening day of the Budget Session on Monday with Congress MPs from Telangana staging a dharna to protest absence of any mention of the issue in the President’s address.
They protested in front of Mahatma Gandhi’s statue in Parliament complex immediately after the President’s speech to the joint sitting of Parliament. Holding placards which read ‘Jai Telengana and ‘Jai Congress‘, they raised slogans like ‘We want Telangana’. The protesting MPs included K Keshav Rao, M Jagannath, Anjan Kumar Yadav among others.

OU tense as students begin their march to assembly

Hundreds of students of OU began their march to the state assembly complex to demand a bill in parliament for carving out a separate Telangana state.
Tension prevailed at the university campus as a large number of police and paramilitary personnel were deployed to prevent the march as the OUJAC was determined to go ahead with its protest.
The assembly building has turned into a fortress as the police and paramilitary forces have sealed all adjoining roads.  The alternate routes were choked with huge traffic jams. The police were not even allowing pedestrians to move on the roads around the legislature.
However, a group of girl students managed to reach the police control room near the assembly building. Raising slogans of “Jai Telangana”, the girls tried to move towards the assembly premises but were prevented by police.
About 40 students were arrested and shifted to waiting police vehicles.

We don’t need lessons on democracy : KTR

KTR has today targeted the MIM for advising the TRS members to ‘first learn what democracy is’ in the wake of the disturbances in the Assembly on Feb 17. Speaking at a meeting of the Telangana Private Employees’ Association at Telangana Bhavan, he said the TRS didn’t need lessons on democracy from the MIM. In the first place, the MIM did not believe in democracy.
“Have they forgotten how they targeted Bangladesh writer Tasleema Nasreen and the attack by their partymen on doctors at the Niloufer Hospital?” he asked.
Referring to PCC president D Srinivas describing Feb 17 as a dark day in the annals of the Assembly, Rama Rao wondered what definition he had when his son brandished a revolver at media-persons during the recent by-election in Nizamabad.
The Congress party leadership had humiliated leaders from the Telangana region by not giving them an audience though they were in Delhi for nearly one week. No top Congress leader had given them any assurance on the Telangana issue. “Only to save their face, they are claiming that the party is seized of the issue,” said Rama Rao.
The Congress MLAs should realise that they had been humiliated at Delhi and join hands with the Telangana organisations to take forward the movement for securing a Telagnana state.

48 Hr Bandh : T activists propose to seal borders

The 48-hour bandh call given by Telangana political JAC is set to paralyse normal life as T activists propose to seal the borders with Seemandhra and ensure that commercial establishments, schools and colleges are closed and road transport services do not ply. Temporary walls will be constructed on all national highways bordering Andhra and Rayalaseema districts, sources said.
According to JAC coordinator P Ravinder, all cable operators have been asked not to relay any programme aired by channels owned by those from Seemandhra. Activists will also try to disrupt rail services bound for New Delhi from Hyderabad. Hence, the people, he said, should postpone their journey on these two days to avoid any inconvenience.
Pro-Telangana activists belonging to all parties in general and TRS in particular will stage dharnas at border areas to ensure traffic comes to a standstill.
The T activists will also organise motorbike rallies in every village on Monday.

AP Governor, a ‘thorn in the flesh’ of Telangana

Governor ESl Narasimhan is the real culprit of the fiasco in AP Assembly on 16th February. His autocratic machinations on behalf of Congress ‘adhishtanam’ for the last one year, ably helped by inept and callous andhra administration, have peaked into the imroglio that took place in the Assembly. The responsibility for lowering the dignity of his own office and Assembly squarely rests with the Governor and duly shared by the ineffective CM and Dy.Speaker.It is not the TRS and TDP, as alleged by the motivated andhra politicians and media.
Everybody knows the disposition of this Governor towards Telangana. From the day one he took office in AP,he was indulging in overt and covert actions in trying to stifle ‘Telangana Struggle’. His extraordinary interest in Law and Order, the matters related to students in Telangana Universities, his role in getting more than 20000 Central forces to deploy in Telangana and his obvious support to anti-Telangana all andhra administration, speaks volumes of his animosity towards Telangana.By now it is abundantly clear that Mr.Narasimhan had provided ‘dasha-disha’ to the infamous SKC Report on Telangana, which is proved to be a ‘bundle of half-truths and blatant lies’.All these activities give undeniable credence to the contention that he is a deliberate plant by Congress ‘adhishtanam’ in cohort with ‘andhra money mafia’ to smother Telangana Struggle and extinguish it if possible.
The happenings in the Assembly on 16th February are the climactic results of the scheming of Governor and CM in dealing with Telangana issue. As usual ugly intensions end in ugly consequences and invariably boomerang on the perpetrators. The behavior of Governor and the maneuvres of CM and Dy.Speaker paved the way for the unseemly happenings in the Assembly.
1. When TRS has already given notice to oppose Governor’s speech, if it does not contain reference to Telangana, the CM could have talked to them democratically and amicably persuaded them to cooperte, instead of treating them as un-touchables.
2. If the TRS did not agree, a brief mention of the cintentious issue of Telangana in Governor’s Report as to, that the issue is in the consideration of Cetral Government would have not caused any catastrophe and is not outside the gamut of democratic traditions.A diplomatic appeal to all the concerned to cooperate, would have mollified the feelings of agitating legislators to a large extent and certainly would have not ended in the ugly fiasco.
3.Instead, both Governor and CM have behaved in a manner that mentioning ‘Telangana’ in the speech tantamounts to ‘blasphemy to God’. This attitude, added to their earlier despotic doings in relation to Telangana Struggle have added the fuel to the fire.
4. The undignified behavior of the Governor on that day is very paradoxical.Where was the necessity for him to come through 2nd gate instead if the main gate and flee through the same gate after his bizarre speech? If his cohort the CM can not ensure a dignified entry into or exit from the Assembly for the Governor, what does it indicate? Except that the raison d’etre for the fiasco, rests with these scheming officials..
5. The way Governor was reading his speech in the pandemonium, while his mike was broken and he was jostled around, made a very pathetic spectacle of the institution of Governor. There was no need to make the speech in such weird circumstances. The Governor has read the speech here and there, just to complete the formality and as if his dear life is depended on finishing it. After the speech came the most disgraceful moment, when Governor has uttered the un-parliamentary words of ‘you b******s, get lost! Can any body lower the dignity of Governor on the podium of Assembly more than this? It could be the worst moment in the history of the Assembly.
Therefore by any standard Governor is solely responsible for throwing the dignity of Governor Post to its abysmal depths. The CM and Dy.Speaker have aided him with their inept handling of the situation. Both of them have no right to continue in their positions after this ignominous happening in the Assembly. They have no right to punish any body for their own miserable failure. The Assembly should protest and ensure their ouster.
Now it should be the primary responsibilty of Telangana legislators to account this Governor, for his un-parliamentary words against them. There is need to examine the avenues of prosecution against him for this fauxpas. There will not be any respite to Telangana if this scheming Governor continues in A.P.Telangana people should target him for all of his anti-Telangana activities and hound him out of the state. He has become an excruciatingly painful ‘thorn in the flesh’ of Telangana.

Congress is convincing Seemandhra leaders

According to sources who spoke to the T-MLAs that have returned to Hyderabad after camping in Delhi for 5 days, the congress core committee is now trying to convince the Seemandhra leaders. They say that Union ministers Pranab Mukherjee, P Chidambaram, AK Antony and Ahmed Patel, have assured them that the Centre would make an announcement in favor of a separate Telangana state only after convincing the Seemandhra leaders who have been strongly opposing it.
The source added that the core committee highlighted the need to convince leaders like Kavuri Sambasiva Rao, Rayapati Sambasiva Rao, Lagadapati Rajagopal and Kanumuri Bapiraju before making an announcement. They also seem to have reiterated that Congress will not go back on their word and that it is only a matter of time. They have already made one round of talks with them where in they explained to them about the gravity of the situation and the inevitability to carve out a separate state. Congress also wants to be clear on the common capital issue before making any announcement.

Your Black day and My Black Years

Unfortunately my childhood overlapped with worst period Telangana experienced in its survival-aftermath of failure of constitutional bodies to implement its promises to people as result most of the youth turned to alternative ideologies. Those were the times; Government of the day was trying its best by unleashing the brutal police force, with utter disrespect to human rights, on the villages bordering forest areas across Telangana to fight against alternative ideology.
Even in those testing times if a police man visits some house on the pretext of something or the other, there were whispers all around and whose homes were visited by policemen were looked down upon. It was kind of social boycott .In the present times MTV youth icons visiting CBI as if they visited mom and pop shop on the corner of your house. These were visiting under potential criminals charges for using and abusing the constitutional bodies to further their personal causes with ulterior motives. Unfortunately these are icons or MTV youth icons in this country. In contrast to what my villagers   did 20 years back, today’s world accepts them as if nothing happened. As one famous personality said that, in today’s world people have very low retentitvity. The least we talk about political scams that were unearthed in recent times from high offices to low offices the better.
Political System Failure
Back home in Andhra Pradesh, on the 7th of dec 2009 every other political party given its accent to create separate state of Telangana. Every other party barring one or two promised their support to creation of Telangana and mentioned the same in their manifesto. They went back on their promise on 9th dec 2009 when Central government finally announced on the basis of consent expressed by all parties in the meeting. People felt let down by the political system and went to roads to express their anger. As usual to cover up its failure, police force came to their rescue. By using them they wanted to silence the people’s anger by framing cases against them on flimsy grounds. This amounts to gross misuse of constitutional powers.
In recent times, Telangna issue shown emptiness of our political system. When there was total loss of face for political system and Government of the day was unable to function. Central government installed an IPS officer as governor. He virtually took over the administration through proxy, when actually elected government in place, with utter disregard to contours laid out to governor in the Indian constitution.AP governors have history of breaking the contour set out by Constituion. His predecessor was sleeping around with girls of a fifth of his age in the Raj bhavan itself.
Media role
Media as they say fourth pillar of democracy. In AP, media strangely developed cold shoulder to Telangana after the central government announcement and before that same media was highlighting movement with the hope that Telangana people dream would never be realized and their TRPs could be increased. No need to mention the management of these news channels and whose interest in the vast amount of land in and around Hyderbad.15 to 20 news channels for state of 7 Cr  people speaks volumes about the nature of owning news channel  an easy passport to proximity to powers and thus to grab lands.. National media step motherly treatment to Telangana is deplorable and they re always ready for an incident to throw up Telangana in poor light, as they operate out of deep pockets of Andhra industrialists.
In a country where wing of the society such as political system, media, industry- abuses the constitution day in and day out. Always this question puzzle me do we need to respect the institutions even though the individuals heading them are of no integrity?
In response to one incident in Assembly, AP Media went berserk and came up with headlines like “Black day” and “Death of democracy”. One anchor on the show went to such extent to proclaim that he was not getting words to explain this shame like you(we feel more shameful to have anchor).Yes it indeed shame thing if the governor  feel  ashamed of doing the things that he did by trespassing the perimeter laid out to him. It is shame if the govt of the day shamefully accepts the wrong doing it did by going back on the promise they made to people of Telangana and correcting the same.To wrongs do not make it right. These are extraordinary times; you need extraordinary ways to put across point. My learned Andhra friends started saying many things like has it ever happened in assembly and the same time forgetting that no other political system in any state faltered like our own. Andhra friend’s has suffering from ages a disease called selective amnesia when it comes to Telangana issue. I admire his dexterity   to take an incident out of context and twist to suit his damaged thought process.
In the course of past 50 years many things have happened like annulling the Gentlemen agreement, aboloshion of Mulki rules, on implementation of 610 Go, resignation in answers to Telangana announcement and not respecting people verdict. If you term yesterday as Black day; then should I call myself past 50 years, black age. Every day we lived (suffered rather) and going to live (suffer) by living with you in united AP should be THE BLACK day.

One report, 40 million hopes ignored

A distinguished former Supreme Court judge, who had received plaudits for his report on the Mumbai riots, chaired the Srikrishna Committee on Telangana set up in February 2010.
Four other members, including a vice-chancellor of a law university, a retired secretary of the Government of India of average standing and two academics of moderate distinction, assisted him. The committee was further assisted by panoply of staff, retired and serving bureaucrats and consultants (both formal and informal), in writing the report. The committee conducted extensive consultations in the Andhra Pradesh and Delhi and had received, and presumably read and absorbed, nearly a lakh of written submissions. They also received oral and written presentations from 102 political and civil society groups.
In the end, they produced a main report of 505 pages and an appendix volume of 183 pages.
This was a Herculean task, accomplished after 11 months of serious work and engagement with many people from all regions of Andhra Pradesh.
Yet, the output seemed somewhat cumbersome, contradictory and, not to put too fine a point on it, totally confusing. Instead of shedding light, the report cast more darkness and left a lot of shadows for people to speculate, suspect and misunderstand. It was everything unto everyone and nothing to anyone wanting to make a decision. Little wonder then that the Government of India was confused and so were all the political parties.
Where lay the problem? Apart from the problem of too many cooks spoiling this broth and not having an overall editor who could smooth over the contradictions and sharp edges, the committee had allowed itself to be influenced by too many extraneous considerations.
The issue was simple: 40 million-odd Telangana citizens preferred to have a state of their own whatever the outcome. The committee, however, failed to understand or chose to ignore what the people wanted. It did not, for example, suggest a referendum or opinion poll to assess the will of the people of the region. Yet, it suggested, uncharitably, that it was only local party political machinations that had driven the movement. It is inconceivable that anyone would say this of a movement that has existed on and off for 60 years. Therein lies the sadness and anger.
The worst case of all — there are too many others to enumerate and critique — is Chapter 8 titled, “Law and Order and Internal Security Dimensions”. This read for only a paragraph — 152 words — and ended up thus: “A note on the above covering all aspects has been prepared and is being submitted to the ministry of home affairs in a separate cover along with this report. The committee has kept these dimensions in view while discussing various options included in Chapter 9 of the report, i.e., The Way Forward”.
These critical 52 words damned the report’s painstakingly constructed edifice of 1,46,071-word text. The 52 words implied that what as essential to the consideration of the options recommended by it was to be a secret known only to the committee and the government.
Never in the known history of 60 years of official reports has any official committee or commission dared to keep a part of a report secret and that too the most significant part of it. Worse, the committee was open about it — transparency taken to insulting extent — but only to tell us that the most significant part was not to be disclosed to the aam aadmi.
The committee seemed to say that “we have studied everything and we have stated the cases for and against and come up with six options (of which four are not workable) and feel that a decisive element is the law and order and internal security aspects, so we don’t think the public should read it but the government should take it into account while deciding the fate of 40 million people”.
No more and no less.
Since common sense, decency and legal prudence seemed to have been abandoned, an able and competent citizen had no other recourse but to approach the courts of justice through a writ petition before the Andhra Pradesh high court. The eminent Attorney-General of India insisted on appearing before the bench and stated categorically that the committee had no legal standing and that it was not a commission under law and, therefore, anything it said or wrote was of little or no consequence — a storm in a teacup, as it were!
He added that the courts have no jurisdiction on what was a private affair of the government and could not pass judgment on what was private correspondence. Well, that is what he seems to have meant, more or less.
A courageous high court judge will pronounce on the issue and has already shared some of his thoughts on it from the bench — and what robust thoughts! He seems to have said that the whole exercise cost the public `40 crores and it was unfortunate that a retired Supreme Court judge should have been associated with it. It is clear that what a former Supreme Court judge could not see, a sitting judge of a high court has.

The suspension of Telangana MLAs from the State Assembly triggered trouble in and around the Osmania University campus late on Friday night.
Five RTC buses and a van were set afire and a couple of other vehicles were damaged. The simultaneous attacks unfolded around 10 p.m.  “Some students had resorted to the attacks in protest against the suspension of Telangana MLAs from the Assembly. However, they were not associated with any of the JACs” said an OU JAC member.
It is also learnt that some students had begun raining stones on the OU police station. The police reportedly used tear gas shells to disperse them.

Telangana issue to rock Parliament

The issue of a separate Telangana is all set to rock the parliament budget session beginning Monday as the government has not yet decided to table a bill on Telangana.
“A bill on Telangana is not included in the list of bills to be introduced in the budget session,” parliamentary affairs minister Pawan Kumar Bansal told reporters. He, however, hastened to add that the list of bills was always “tentative” and home ministry could come up with a proposal.
During his recent interaction with editors of television channels, Prime Minister Manmohan Singh was ambivalent on the issue. He had said the government was trying to arrive at a consensus on the “complicated” statehood issue through consultations with political parties, which should be allowed to be pursued to its “logical conclusion”.
Congress legislators and MPs from Telangana have decided to put pressure on the Union government to make a statement reiterating its commitment to implement its December 9, 2009 announcement regarding statehood to the region. The MPs are also learnt to have decided to hold “Jai Telangana” placards in the parliament. But, will they really be able to do that as it would mean defying the high command, is yet to be seen.
